IMO KQ is a 3 bet. KT/QJ would be a fold. KJ is close.

it shoudln't matter whether this is 4 handed or 9 handed, a raise in the co i 3bet every time with KQ

okay nobody picked up on 4 handed utg is the CO. My mistake. How about 5 handed and UTG is 23/18 you are in the CO with KQo
