How would you grade Bush on homeland security?

What grade would you give the President on homeland security, and why?

secret prisons
"preventative detention" -- without charge, trial or counsel

A-/B+ for effort
C-/D+ for effectiveness (i.e. putting resources where needed)
D/F for appropriately "selling" the plan to the nation

D for poor use of resources.

Do you know how many firemen and police officers are in Iraq? Do you know how much money is going to small cities to buy gas masks and chemical suits etc?

Iraq is going to cost $700+ billion probobly $1 trillion by the end.

A for catapulting the propaganda. A+ for painting his critics as anti-american.

Hurrican Katrina showed that we are completely incapable of handling a large scale disaster in America (and conservatives can go ahead and pass the buck and talk about how it was a failure at the state and local level that caused the failure, but it wasn't the governor of LA who promised to protect us and create the office of homeland security, the president did, and we're still not secure).

What gave you the impression that simply because we have a new dept that we can handle large scale disaster (and this was about as large scale as they can get) without breaking a sweat?

Personally, I'll give a B-. We've yet to be attacked again and I can't believe it's just luck. OTOH, this new bureaucracy is probably not the most effective way to do this.
