About 1% of the times. Every 13th hand is a pair and the chance to flop a set is about 12%.

You've reduced the problem to 5 random cards. Chance of getting three of a kind with five cards is about 2.1%

By a set you must mean trips, haveing 3 of a kind regardless if the board is paired or you have a paired hole cards.

People commonly refer to a "set" as trips while holding a pocket pair

According to common notion a set is a pocket pair and a matching card on the flop. Endastory.

According to the glossary in Super System by Brunson:

Set: A term used to describe Trips or Fours (Four-of-a-kind), as in a 'Set of trips'.

According to the glossary in The Theory of Poker by Sklansky:

Set: Three-of-a-kind. The term is used particularly in hold 'em.

None of them say it has to be a pocket pair combined with the board.

Look, Brunson's book is pretty old. As everybody knows a "set" is a pocket pair together with a flopped matching card. You have "trips" if the board pairs and you have a matching card in your hand. That is the common notion today.
