Yah - that's essentially a swamp cooler. They're fans-deluxe and all over Walmart, etc. I grew up in the depths of hell (Florida) and I recommend one.

we just have a fan blowing air into the room from the window, then one circulating.. another fan blowing out the other window would be a good idea but we cant fit on there because of how the beds are set up. just keep your door closed, lights off, blinds shut (and if htey let alot of light through, staple some thick, dark fabric over all of it).
