Is this a computer error or an empire error?
 
In the hand below you will see that after raising with pocket kings and getting called in two places the bb pushed for another t35. The action was then to me and you will see that I only called the t35 rather than pushing over the top to push out A,x. However, Empire did not let me do that. The screen only offered 2 buttons: the fold and call. Anyone know why this happened?

It's because the size of his raise was less than a full raise so you can't re-raise over the top of that, happens a few times.

From Roberts Rules of Poker:

If Player C goes all in for less than $300 total (not a full $100 raise), and Player A calls, then Player B has no option to raise again, because he wasn’t fully raised. (Player A could have raised, because Player B raised.)

yes this happens live too when the dealer is paying enough attention.

Only if you just call and the shorty raises less than a full raise can you then reraise.
