One could argue for just calling down from the flop on (folding if a 4th heart falls or if MP2 raises somewhere).

With the bettor on your left you can not protect your hand. By letting UTG bet the hand for you, you lose the least when you're behind and win a nice pot when you're not and your pair holds up. MP2 probably has a heart and isn't going anywhere, so by calling down you get 2 : 1 for each bet you put in.

Is this too weak?

I like the call down line. Remember the board looks just as scary to those guys, so their action represents strength. Raising doesn't seem to achieve anything, as you probably aren't ahead more then 33% of the time, and can't fold flush draws. However I think you are good enough times to call down.

why are you so excited about raising the flop? you aren't gaining much value from any heart redraw, and there's always the possibility of being way behind or drawing dead. call the flop, raise the turn, and bet a blank river. don't pay off a turn 3-bet.
