Is it possible to join a rakeback site if you're created a play account at one of the poker sites and have not yet deposited?

Usually yes. Often if you have not deposited you have not given the room a lot of info about yourself. The main thing is that you have never given your payment info so they probably cant match you. It's worth a shot and I am almost certain it is fine.
