Would he raise UTG with a hand like T8, T9, 98 spades? I think those are likely holdings, but so is 99. Unless you have a read on this opponent, you have to throw this away IMO.

I fold, but I dont play in that game, which can get insane. I imagine for some of the laggy big time guys its an auto call as they put UTG on Draw, QQ or JJ so much of the time.

if it's a loose game it can be 68s, 99 ,77, possibly AA or AKs.....

I would lean towards a set....most good players realize that they cannot get much value out of high pairs on flops like this....nor with the sets....however going all in....makes others psychologically feel like they are being pushed around/dominated....and that's exactly what the all in player is doing...his worst holding is flush+open straight draw and likelier, 99 or 77...hoping you will put him on the flush draw rather than a solid made hand....in either case he figured he can't make much money on this hand...but a creative play like this might get him somewhere....if he's a creative player, I probably put him on a set and fold the kings.....he has to have some big stones to pull this play with most other hands....I would expect QQ or lower or possibly AKs/AQs in a weaker game...but at this limit...I would doubt it...
