There is not a single place on the face of the earth run by black people that has any degree of normal functionality. Black people just do not have a fully developed brain system, so you really can't blame them. It's like blaming a two year old for spilling a glass of milk - they aren't mentally advanced enough to know any better, the poor creatures.
