below the thread on the bottom left there is a pull down menu to rate the topic. everyone that wants to rates it... I am assuming that the average of the votes is what you see on the index.

Rating threads is stupid. Sure, poker is a game of numbers but to turn open discussions into a thing of numbers, well, it's stupid.
