Can anyone point me to a reference on this game? and also are there any online sites that spread it? even if its just for play money.

there is a mixed game i'd like to play that often includes this game, however i assume the strategy is quite different than an 8 or better game.

sure check out supersystem 2 or high low split poker for advanced players .. pokerstars & party poker are the best sites i've found

He means high low without the 8 or better requirement, the way they used to play it.

i believe the SS1 chapter refers to high/low with no qualifier.

According to Sklansky in his book Poker, Gaming & Life (Fighting Fuzzy Thinking) the chapter on hi/lo poker in Supersystem written by Sklansky will teach you how to beat anyone but the very best

Sklansky's chapter in the original Super/System is very thorough. I believe that he claims that it is the best chapter ever written about poker.

You should refer to the game as "Stud Hi/Lo No Qualifier" so people will know what the hell you are talking about. These days, "regular" would likely mean eight or better.
