Tournament rules quesiton

3 players left

Guy 1, $10,000 chips
Guy 2 and 3 each have $5,000 EXACTLY (dead even tie)

All three players end up all in on a hand and guy 1 wins.

Guy 1 = 1st

Guy 2 = ? Guy 3 = ?

But again, every house can do stupid things and it's completely up to them. You should confirm rules in question with the TD.
