When it says at a limit of 2/4, 6-10 players, 20$ pot is raked 1$, does that mean it is only raked if the pot reaches that amount?

Yes you are understanding that correctly. Look at this way: "for every $20 in pot, the $1 rake is taken." $20/$40/$60 pots for 6-10 players making $1/$2/$3 in rake...

This is why, in my opinion, of all stakes between 2/4 to 10/20 at most sites, 2/4 would be the worst to "choose" to play...

I thought 5% was raked up to a max of $3 on most sites, with a 'no flop, no rake' policy on some..

Right, I may have not been clear, but $1 rake at $20 pot is equivalent to 5% so yeah, that is very common across most sites. That goes the same with 'no flop, no rake' policy... in fact, I think it's every site as I can't imagine there are exceptions but I'm curious.
