definitely raise preflop.

i also do not bet the turn after one of the worst cards falls. if he bet a straight or flush draw on the flop, you are now behind. you are only ahead of weaker 9s, and its doubtful that he led with a 4.

Not raising this PF is baaad. Flop is good. I would bet the turn as you did. River call is good. A raise is just dumb there is no way you're good 50% when called.
