Curtains hand 3: strange UTG raise

Curtains was not involved in this hand. But, wtf is UTG not pushing pre-flop for? Is he asking for an aggressive bigstack to push or is he just playing scared with TT?

I see a lot of people limp w/ pocket pairs, only to call an all-in, which is why I hate to push, or get involved in a pot late in the game when there is a limper... unless I have a strong hand... b/c I know they are very likely to call!... although I occassionally forget this, especially when I am in trouble

Cmon they are all morons basically, who cares why they do what they do. If it looks bad, it probably is.
