(22) SB open limps what do you do?

Party Poker No-Limit Hold'em Tourney, Big Blind is t100 (5 handed) FTR converter on zerodivide.cx

Hero (t670)
UTG (t1810)
MP (t1650)
Button (t2740)
SB (t1130)

Preflop: Hero is BB with 4[img]/images/graemlins/spade.gif[/img], 7[img]/images/graemlins/spade.gif[/img].
3 folds, SB completes, Hero raise all in, SB calls.

Is this a push you guys make? SB has been semi loose and pushed all in on my bb last round with about 600 chips.

If he pushed last round, why do you think he's limping now? I check and proceed very carefully.

And if he had not pushed last hand would you push?

I push unless I know the limp is an unusual play for the player. Which seems to be the case here.

A push is the way to go unless the villian has never limped before. an advantage to pushing is that it will slow down villian from playing garbage the next few orbits while you are the BB and will get it folded around much more often in my experience.
