They are okay for a super beginner though a few are plain wrong like "Never go all-in on a draw" and some others. You'd be much better off reading a few books and these forums than looking for fixed guidelines to follow. Good luck.

It's much better to understand the "why" than the "what." When you can explain the reasoning behind each of the "tips" you listed you will be in pretty good shape to play winning poker in general.
