can someone please tell me which one is the "cut-off" seat and where does the term come from?

so, in a ten person game with the button being position 8 in betting order the cut off seat is position 7 correct?

do you know where the term comes from or what it means?

Someone told me "raising from the cutoff" means it's cutting off the button's steal raise. don't know if its true or not.
