Table is overall loose and over aggressive. UTG is changing between passive and total maniac, UTG+1 seems to be a decent player who will protect and try to get free cards etc...

Hero is BB with 9h 9s

UTG calls, UTG+1 calls, COcalls, Button Calls, SB calls, Hero calls.

Raise here? Table has been cazy with lots of 3 bet and capped preflop prior to this so I feared a limp raise fest.

PF is standard.

I don't like the flop bet with four people to act behind you.

Turn bet seems like a small spew unless you have a read on the UTG+1 that he will fold to random overcard donk bets.
