Yup, it's down. Been unable to logon since 9h21 PM EST.
Just got off the phone with them and they said they were upgrading their servers and that it would take about half an hour.

Yes... big shaft for the guys looking to do the empire deposit bonus... hopefully if you guys do your deposit after the period ends and email support they'll hook you up with the bonus.

However, a question about neteller:

Are transfers between user accounts (friend to friend) instant?

I'm aware that there's a fee. I"m aware that they have to accept paying it. I just want to know how fast it is, if anyone knows off the top of their head.
