Here, I'm really looking to get all-in on the flop. Anyways, villain is loose passive.

As played, I put him on a flush draw, thus the third barrel on the river.

If you think he missed his flush draw, check, he's passive so he's checking behind with worse spades. No reason at all to bet the river, because if you get called you're beat.

If he will bluff missed draws (passive players don't do this) then block the river and save yourself $20 when he raises with a deuce or an overpair.

If you say he is loose passive, isn't it possible he calls down here with a weird pair/flush combos and weak top pairs/overpairs and even better hands. I hardly ever fire a third barrel, and I probably wouldn't here. I think its to hard to put a loose passive player on a flush draw, just because they called down.

If you do decide to bluff this river, wouldn't 25-30 do. If you are right and they have only a flush draw they will fold to that, and you can save yourself some money when they do call.

If you put him on a flush draw, then you only need to bet slightly more than 1/2 pot, possibly even less.
