54s - Did I let them draw out?
 
PFR was LAGgy. Everybody else were typical Party fish. What do you guys think, considering I expected a flop raise from the PFR?

Not sure what you think you could have done differently. You bet at the pot on the flop and turn and you weren't raised, therefore you couldn't reraise.

The river call is tight but safe. You might have been behind the whole time and this guy was waiting to raise you on the river when bets are doubled. I think you're probably up against two pair or someone trying to scare you off thinking he has a 10.

Well technically I could have checkraised the flop to try to drive out any 4, 5, 9, or 10. This is what I was wondering about. I also could have waited til the turn to raise, although you can't make a great argument for doing this.

Don't wait for the turn to raise, be aggressive on the flop. The way you played the hand was perfectly fine. Check raising here is a good alternative, and the one I would employ. Typically, it will check to the CO who will raise. This rarely checks through.

Against such a large field on the turn I'd go for a check raise unless they are all REALLY passive.
