I now always rebuy in for the max after losing about 10% of my stack.

I rebuy after I've posted bb+sb and still haven't won a pot (so when below 99 bb's), sometimes I do it sooner

Down 20%. Ya want it constantly topped up for when you get the big hand you'v e been waiting for.

Another aspect of this question is that small stacks get picked on. It's much harder to call a $5 bet when your stack is $8 than when its $40. So keep it topped up.

I try not to loose more than 5-10 % before i refill. Often i refill before. I heard somebody argue that you should wait to refill to the max until you get the button, and i think this makes sence.

I think the poker sites should let you automatically refill. A box where you say: "Refill to the maximum whenever i dip below my starting stack":
It is not fun when this happens: You looses a big pot, so now you only have 5 BB left. Before the next hand you are not fast enough to refill and bang there is your AA with lots of action ahead of you.
