basic terminology question
 

this is a very basic terminology question.

when i read about NL hand and someone says they raised 200, do they mean "they raised TO 200" or "they raised BY 200".

is there an assumption we should make? i.e. a custom... or do you have to ask the person? and they should have made it clearer.

I think Harrington uses it to mean "raised to", which I find very confusing. AFAIK it's totally ambiguous.

It depends on the context. If someone says "I raised $200" the person raised to a total bet of (Original Bet)+$200.

If a dealer calls out "raised $200" he usually means raised to $200.

I think this is because the dealer is saying "raised, 200."

When a poster says he raised 200 dollars, in my experience he or she typically means raised BY $200. You're right though, people should always be clear, and you should press them if you're not sure.
