If you go through these National Security Archives, you find lots of similar papers on different countries at different times involving some manipulation/propaganda issue, so why would this on be so special?

Around 2034, I think all Bush-supporters get a small shock.

Ive read about the Maine, and other possible cases like this. But this is the only one where Ive read an actual document.

It seems if anything a college clase would talk about this. Or a professor?

I assume most people don't talk about it because it didn't happen. It is probably in a countries best intrest for the military planners to look at things from just about every angle, even dangerous/awful ones.

This allows them to produce a complete picture for the national security policy makers (president/JCS/NSC/congress to some extent). Working from the 'anything goes' angle lets them keep options on the table longer into the policy making procedure.

Thinking about doing something terrible and doing something terrible are entirely distinct. Or do we like thoughtcrime now?
