This is a good flop to c-bet but I'd make it closer to 200.

I would just check/fold this against 2 players, especially being out of position (unless of course the button checks and your hand improves on the turn).

how is this a good flop to cbet? this seems like one of the worst due to all the possible draws/pairs probably not folding

I almost always CB against one player.

I almost never do it against two when I completely whiff unless it's a really coordinated flop unlikely to have hit both villains (and by hit I mean a pair or a decent draw).
