I suspect he wanted a clear bright line of EV for pre-flop recomendations, realizing they'd be the most used portion of the book by many players.

I concur. I believe I read somewhere that certain hands were not raises in the book because it was situation dependant and could be too marginal...makes sense since ppl will be using his charts as training wells. Better to give them something safe and work from there.
