It is usually either a health code, fire code, or the fact that after 30 days you are no longer a "guest" but a "tenant". The hotel is licensed to be in the hotel/guest business, not the landlord/apartment business. Law aimed at stopping semi-perm living in "welfare hotels", but a hotel of any caliber is effected.

I've done this. I "lived" at the Horseshoe in Tunica for a few months, and except for the fact that there is NOTHING to do there other than play poker it was pretty fun. They had a decent poker rate, and all meals were basically free. I went a solid three weeks without seeing sunlight somewhere during that time.
