Anybody who works in a pizza joint can usually be helpfull. Liqour stores, gas stations & convenient stores can be good too if their's a teenager behind the counter who looks like he's stoned, he can probably hook you up.

If all else fails, just go drive into the wrong parts of Detroit, yell "Chhi-Whoop!!!" out your window, people will come running with dime bags for you from all over. Make sure you have your money ready so you can grab your weed and get outta there.
