All systems will result in winners and losers. Even communism has winners and losers (and boy do the losers lose). The goal is not to try and eliminate the winners/losers relationship (which will always exist), but to make it as fair and efficient as possible.

The best system is the least corruptable system. It is the biggest leak in the political system game. "fairness", "efficiency" mean nothing if the fairness and efficiency benefits flow directly into the hands of the corrupt.

Historically, politicians and leaders have designed their own system for their own self-fulfilling promotion. Corruption is built into every system currently in place due to this fact. We've got smart enough people at this time and age in human history. Design a system that is uncorruptable! The rest is purely academic.
