No the advice is sound but the way he wrote it on page 81, i think is a typo. Take a look at how it says to play raise in big blind.

It doesn't say the same hands you'd play in late position against a raise, except remove the weak offsuit hands. It says the same hands you'd play in late position for one bet, meaning the hands you'd limp with. There is no typo. And it's Ed Miller's book.
