Just email PS support, telling them you'd like the privilege. It only took a day or two to get mine.

Ps. Not sure if you are aware of this, but you can create private tourneys no sooner than 1 hour in advance. Kind of a pain if you get a spontanious "play now?" request.

I think I read having 600 FPPs is enough. It's not hard at all to get 600 FPPs.
