This clip is a few years old. I believe the women is Gabriela Szabo, a Romanian mid distance runner and olympic gold medalist. I have no idea who the guy is.

That's brutal.

Reminds me of the guy doing the vault in gymnastics who slips and hits the pommel horse at full force.

It looks like the guy is either a long jumper or triple jumper coming down the runway on his approach. He is probably looking down for a mark on the side of the runway to begin his jump. That's why he didn't see the girl crossing the runway and crashed into her.
