Especially since we have them tagged as weak and passive. I don't think Fish1 is raising the flop with a 9, but Fish 2 might have just called with one so if he raises you, then you are probably beat.

I disagree here. Unless your read is 99.99% accurate, you should call that raise. You'd be getting 14-to-1 on that call... only fold if you're CERTAIN that fish1 wouldnt try to bluff more than 7,1% of the time... and who can certify that with such precision? Even the fishiest of fish knows the 2nd 9 hitting can scare you and might try to take a shot at you. In this pot, call if raised on the river.
