Good. That was my plan. The river is a scare card, putting 4 to a straight on the board.

You're not considering the consequences of your actions.

What happens if he's bluffing and I check-raise him? Unless he's hyper-aggressive or just very very very curious, he's folding. What did that raise accomplish? I don't win any extra money out of it.

What happens if he's not bluffing and I check-raise him? He'll probably call. Since he's not bluffing, he probably has ace-high beat. Since he probably has ace-high beat, I'm probably losing two BB on the river instead of just one.

So I can only do worse by check-raising his bluff. Therefore, calling is better.

Check-calling might be okay, I guess. I don't really like giving him the option of taking free cards if he's holding something like 97s. I think I would rather bet and hope he'll fold (at least on the flop), rather than check and play chicken with the turn and river cards.
