Well, no, it isn't. Tic-tac-toe played with money, really; follow a simple strategy to guarantee yourself a draw, and know how to exploit your opponent if he makes a mistake.

All of poker would be "pass pass pass pass, split pot" if we didn't have things like blinds and bring-ins to force the symmetric-strategy solutions out of existence.
