I would probably bet out this flop also, and depending on the player fold to or call a raise, with a lean to calling a raise.

What hands would you put a raiser on to call a raise on the flop?

Well these are the most likely hands I would put him on with the preflop raise:

AA-99, AKs-AJs, KQs, AKo-AJo, KQo

(now with a read this group can expand/shrink of course)

Now this flop sucks for us, but checking/folding is weak. I prefer to bet, and if raised just call the flop raise (our immediate odds are lacking but I think making a loose call is ok especially when coupled with your implied odds)

If UTG is a good solid player I would be very concerned that he called the flop bet. I will assume he is a typical opponent (ie he sucks)

Yes, I have been persuaded by El Diablo and Joe Tall in the IRC channel that betting the flop is a good idea (as well as check-raising more) and given that you're getting like 19:1, you probably should call the raise.

I doubt QQ-TT are raising this flop.

Yeah, I was giving the hands that villian would probbably raise with preflop (i guess I was explaining the reasoning behind the flop bet)
