It also appears that the Indian PM speaking to Bush turned down direct aid. However, International aid is flowing into the country.

Perhaps the countries dont want direct govt to govt aid (these are non-aligned countries after all). Also I think India is now in a financial and strategic position to start playing higher up in the world political stage. Many thanks from them for the Globalization and outsourcing efforts of the American corporation.
