I'm pretty sure this an urban legend.

1) The Secret Service aren't the ones that carry the briefcase, it's a plainclothes military position.

2) The area where Reagan was shot is not a bad neighborhood. He was at the Washington Hilton near Dupont Circle.

3) He would not have been left behind. After Reagan was shot only his limousine left the scene. There were agents and police at the scene for hours afterwords.
