The whole point is to give BB worse odds to draw. Also if he is getting odds and folds you are gaining.

The short stacked guy will pay you off no matter what. I don't see any point in waiting. Also leading that turn will probably lead UTG to call, MP1 to raise and trap UTG. This is the correct move to maximize your value. This bet call process can be repeated on the river too.
