While it is possible in a tournament that a "team" might be well served to dump their chips to one stack, that isn't nearly the advantage that going the other way is. Because each individual chip in a big stack is worth less than in a small stack*, a team does better to move chips from the big stack into the small one. In order to prove this to yourself, consider this extreme example:

Think about a situation on the bubble where one team member is the smallest stack and the other is the biggest. Removing even a few chips from the big stack hardly affects his chances at all, while improving the small stack's ability to make the money immensely. Therefore the team does better overall.
