In this situation, Zee is correct. You have 13K in chips, and are a short stack at the table and only have 17xBB. The pot is 6K when it gets to you.

Try to win it right there, knowing if you are called you are at least a coin flip unless AA or KK is out, which is highly unlikely.

Whenever you raise a raiser and caller, you put tremendous pressure on the initial raiser. It's called a squeeze play, and Harrington discusses it in depth in his book.

On the other hand, if the stacks were deeper, calling would acceptable because you have an overlay. You have a 32% chance to hit at least top pair, and you are only putting in 25% of the chips (2000 of 8000).
