Looting needs to be nipped in the bud. If left unchecked…

A) Looters steal. – Nothing is done
B) Multiple looters become mobs. – Nothing is done
C) Mobs steal, burn and pillage. – Nothing is done
D) Multiple mobs become anarchy. Now you have a free fire zone.

New Orleans is on “C” right now.

I understand that. But, when you're dealing with people, many of whom have had little or no food or water for three days, and are desperate, possibly with limited English, a misunderstanding is bound to happen somewhere. Exactly why is LETHAL force necessary after one arrest attempt?
