I considered a minraise here, or maybe to 300, 'cause it'll probably make no difference against the small stacks. The big stack yet to act is pretty happy to call all-ins but I don't think he'll make a move himself with many worse hands, so I think I can get away from my hand if he comes over the top and I'll still have 3rd stack. I'm pretty sure he'll call an all-in with A2 and he'll call a minraise with A2, so if I go with the small bet and he just calls I'm jamming a non-ace flop.

I would push. Pushing is non-exploitable and prevents you from making a mistake on the flop against the loose big stack. It also lets him make the largest mistake possible with hands you dominate.
