Default Drawing to a Flush or Straight... justified calls

Suppose you have a flush draw (9 outs) or straght draw (8 outs) on the flop you have a 1 in 4 shout to catch 1 of the needed cards to make your hand if you see the Turn and River

To make it on the Turn is about 1 in 6 and on the river.
so....
If the pot is at leasy 4-6BB then is the bet justified???
