When do they release the money?

For example,
Party and Stars release it after you clear the whole thing.
Paradise releases every $10.
UB releases after you leave each table.

So how does Pacific do it?

Unless it recently changed, they give you the $ upon deposit, you cannot cashout the amount of the bonus, but many here have cashed out the original deposit $ and played with the bonus.
