If you both have pairs (not the same rank), than your chances to hit quads:

2*1*2*1*44/C(48, 5) = 1 in 9729

44/C(48,5) = 1 in 38,916

There are only 44 flops, since there is only 1 combination of 4 cards that gives them both quads, times 44 possible 5th cards. The denominator doesn't count order, so the numerator shouldn't either.
