Toolbar Program?

Does anyone here have a toolbar program that they use to launch common apps/folders/shortcuts?

I'm basically looking for something like the "quicklaunch" bar, but not in the taskbar format.

The problem I am having with creating new taskbar toolbars is that they dock to the whole screen width, so when you go to close a window, they pop up and cover the "X".

MS Office used to have such a toolbar. Worth looking into.
