I'd bet the river. It's a scary board and the only hand I'm really afraid of is 77 as it makes a straight. If he had a big hand you'd think he'd bet somewhere in that hand. Even if he flopped a set he should have made a move by the turn because of the draw possibility. So, I'd bet about 1/2 the pot and hope that he'll fold a pair.
