I know I shouldnt have bet the river, but should I have folded to the turn raise?

No never fold the turn to that raise, however, his raise looks suspicious after not capping the flop. I would probably just check call this river though.

I would 3-bet the turn, and check/call the river - though I don't think betting the river is bad, if he just calls the 3-bet.

The most likely hand for him imo is a pp, smaller than yours.

Bingo. I think if you're going to raise, you should raise the turn. If you're going to call, you should call the river. Which you choose is player dependent and often based on feel.
